Ethics training is tracked for every state employee in the Commission’s Statewide Ethics Training Application (SETA). 

SETA currently maintains employee data for over 260,000 employees statewide.  As part of the Commission's responsibility to administer a statewide ethics training program, we require that every agency assign an Ethics Officer and if applicable, at least one other person as an Agency User in SETA to manage the overall administration of the ethics training program on behalf of your agency or agencies. 

An agency user is someone who has access to the Statewide Ethics Training Application and is able to view, edit, modify and update training completion information. 

An agency user must have an NY.gov ID to access SETA.  If your agency does not have an NY.gov coordinator, you may create a personal NY.gov account here.

Monthly Reporting Obligations

Monthly Reporting Requirements for Agency Users

Every month, agency users that have access to SETA should be submitting monthly training statistics - even if no training was conducted in the reporting month.  In addition to submitting your monthly training statistics, you are also required to update the following information in your agency profile(s):

  • Review and update any missing or inaccurate email addresses.
  • Enter training completion dates for live CETC sessions conducted at your agency.  Employees who enroll and receive credit for attendance at a COELIG hosted live CETC session are automatically marked completed in SETA if the employee has a profile established in SETA.
  • Enter training completion dates for the online ethics refresher – this only applies to agencies who do not utilize the Statewide Learning Management System (SLMS).  COELIG continues to update the ethics refresher monthly for employees with access to SLMS.

 

General Information:
  • Individual employee training data will not automatically populate your monthly training submission.
  • SETA monthly and quarterly reports continue to utilize data reported in your monthly training data submissions.
  • State employees who receive a paycheck from the Office of the State Comptroller (OSC) automatically have employee profiles created in SETA.  These employees are automatically assigned a training class and due date that you are required to track and enter ethics training completion information for.  OSC Data is refreshed the first week of every month.  
    • New Hires are automatically given a 90-day due date to complete live Comprehensive Ethics Training (CETC). 
    • Employees who have left state service or transferred to a different agency are automatically removed.  Generally, these employees are made inactive between 1-2 months from the effective date of their transfer or leave. 
  • Employees that complete the on-demand ethics refresher available in the Statewide Learning Management System ('SLMS') will automatically have their training records updated on or around the 15th of every month until further notice.
  • Outlier agencies should prioritize providing COELIG with their employee HR roster information.

How to Report and Submit Monthly Training Information

How to report your monthly training statistics

From the main menu click – ‘Submit Monthly Training Information’.  Below are some helpful instructions on what to enter in each field. 

  1. Total Number of Employees: Include the number of employees listed in your agency profile.
    • If your employee data hasn’t been uploaded or is missing in SETA, enter the total number of active employees who are on your agency profile.
    • If you are identified as a parent agency in SETA, include the total number of employees for your parent agency and all subsidiaries.
  2. Number of Live CETC Sessions Conducted: Include the number of live CETC sessions conducted at your agency
  3. Number that Completed Live CETC: Include the number of employees who completed live training (in-person or remotely) at your agency and/or attended a live CETC hosted by COELIG.
  4. Number that Completed On-Demand CETC: Include the number of employees who completed the COELIG on-demand ethics training via the Statewide Learning Management System (SLMS) or via your own learning management system.
  5. Combined Total of CETC and On-Demand Training: This field auto-populates, you do not need to enter a number here.

How to request access to SETA

Who should have access?

If you are an agency Ethics Officer, a Training Director, Trainer, or work in Human Resources you should have access to SETA. 

What information do you need to set up an account?

Please email the following information to [email protected] for access to SETA.  

  • NY.gov ID username do NOT provide us with your NY.gov password.  
  • Employee ID number  usually can be found on your paystub.  If you are not paid by the Office of the State Comptroller and your agency does not utilize unique employee ID numbers, you may leave this blank.
  • First/Last Name
  • Business Email Address
  • Business Work phone
  • Role – Ethics Officer, Training Compliance Officer, or Agency Contact

How the COELIG Training Team defines roles in SETA 

How you define yourself in SETA may differ than the role you may have in the Commission's online Financial Disclosure (FDS) system.  The online FDS and SETA applications are both maintained by the Commission, however; they serve two very different purposes.  Email list serves are generated in SETA to ensure that training-related communications are sent to the individuals responsible for helping us administer the training mandate.  

  • Ethics Officer – generally an attorney who is responsible for providing advice and guidance on the state's ethics laws, reviews outside activity requests and notifies the Commission on the status of Financial Disclosure Statement Filers in the COELIG Online FDS system.  The agency affiliation, first and last name and email address of every Ethics officers listed in SETA is made publicly available.
  • Training Compliance Officer – generally an in-house trainer, training director or training assistant responsible for delivering training and/or tracking the compliance of agency employees with regards to the ethics training mandate. 
  • Agency Contact – generally a HR employee or similar position who as part of their job duties, monitors and tracks employee training.
