Business Systems Analyst
Location: Albany
The NYS Commission on Ethics and Lobbying in Government (COELIG) seeks a Business Systems Analyst to serve as a liaison between Commission leadership and OITS to elicit, analyze, communicate, and validate requirements for changes to existing business processes, policies, and information systems and for the development of new information and replacement systems. Under the direction of the Commission’s Executive Director and supervision of Executive staff, the Business Systems Analyst will:
Conduct research and information gathering relating to business requirements for improvement or automation of processes or functions.
Develop business rules for agency applications.
Provide technical support for video conferencing, audio and streaming needs.
Provide technical assistant to the end users of Commission systems.
Apply data analytical skills to better utilize and exploit agency data sets.
Utilize basic requirement elicitation techniques to develop workflow processes.
Create reports and flow charts describing current business workflow and processes.
Assist in gathering requirement for larger more multi-faced projects or systems and internal or external interfaces with these systems. Create process, data or other models utilizing modeling techniques.
Function as recording analyst on complex projects.
Conduct specific system tests.
Assist in training end users (staff) on new procedures and software.
Create training and procedure manuals for end users.
Perform post-implementation review and assessment.
Identify, analyze, and resolve issues for existing systems.
Assist in the development of basic information systems.
Responsible for ensuring projects are properly staffed by OITS and are timely completed.
Minimum Requirements:
Bachelor's degree and completion of a two-year traineeship; or a bachelor’s degree and two years of business analysis experience where primary duty was performing three of the five following activities:
1. Using business analysis techniques to elicit requirements as the foundation for the solution to the organization’s business needs [(e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, Joint Application Development (JAD) Sessions)].
2. Using business analysis techniques to identify solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
3. Describing in a comprehensive written document what the system, process, or product service must do to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle [(e.g., Business Case, Use Case, Business Requirements Document (BRD), Fit-Gap Analysis, Impact and feasibility Analysis, Change Management Analysis)].
4. Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
5. Verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
MS Access/SQL database development and administration skills and experience with applied programming interface architectures preferred.

Research Data Analyst
Location: Albany or New York City
The NYS Commission on Ethics and Lobbying in Government (COELIG) seeks a Research Data Analyst to collect, analyze, and evaluate quantitative data to review, analysis, and present data the agency collects related to ethics, lobbying, and agency operations. Under the direction of the Commission’s Executive Director and supervision by Executive staff, the Research Data Analyst will:
- Perform various tasks in data collection and manipulation, analysis, evaluation, and reporting on data and industry trends.; data manipulation tasks with quantitative data, such as data construction, merging data files, and data cleaning; descriptive and multivariate statistical analyses of data, using computer software; and data extraction, data linkages, and data queries using computer software.
- Evaluate various program areas including policy, procedure, legislation, objective, and cost effectiveness and the effectiveness of alternative or corrective actions being considered.
- Analyze and interpret data using mathematical, statistical, and analytical models to identify trends, changes, and patterns.
- Apply data analytical skills to better utilize agency and external data sets.
- Identify actual or potential problem areas, trends, program accomplishments, additional key factors in the program area being studied.; new program needs, considering agency goals and other relevant conditions and trends, and the effects of actual or proposed legislation.
- Prepare written technical reports and present results of studies, analyses, or investigations to agency leadership.
Minimum Requirements:
Bachelor's degree and completion of a two-year traineeship; or a bachelor’s degree and two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to agency operations; or a master's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, mathematics, research methods, or statistics and one year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

Investigative Counsel
Location: Albany
The NYS Commission on Ethics and Lobbying in Government (“Commission”) seeks an Investigative Counsel to join its Investigations and Enforcement Division. The position assists with performance of the Commission’s substantive statutory duties to investigate possible violations of, and to enforce, the state’s ethics and lobbying laws. The Investigative Counsel conducts sensitive and complex investigations and administrative proceedings relating to alleged ethics and lobbying law violations, gathering evidence, interviewing witnesses, preparing subpoenas, preparing investigation reports, and working with other law enforcement agencies. Investigative Counsel also assists with review of case files, complaints, referrals, and tips of potential violations of laws within the Commission’s jurisdiction.
Minimum Requirements:
- Candidates must have been admitted to the New York State Bar, be in good standing and must have a minimum of 5 years of experience in the practice of law subsequent to admission to the Bar.
- Litigation experience, including gathering evidence, interviewing witnesses, negotiating settlements, and trials/adjudicative proceedings required; also experience in law enforcement and fraud or public integrity investigations preferred.
- Strong writing skills required.
- Knowledge of New York state criminal, ethics, and lobbying laws preferred.

Confidential Investigator
Location: Albany or New York City
The Commission on Ethics and Lobbying in Government (“Commission”) seeks a Confidential Investigator to join its Investigations and Enforcement Division. The position assists with intake and management of complaints and referral of potential violations of laws within the Commission’s jurisdiction. The Confidential Investigator analyzes complaints to determine if allegations raise potential violations of the Public Officers Law, the Lobbying Act, or the Civil Service Law; makes recommendations to the Chief Investigator as to disposition of complaints; and develops an investigation plan in conjunction with Counsel’s Office. In addition, the position extracts information through application of interview techniques and obtains information through inquiry, subpoena, and other investigative methods. The Confidential Investigator is entrusted with sensitive information and material, the confidentiality of which must be scrupulously maintained, and must exercise discretion in discussions and utmost care in handling sensitive materials to protect the confidentiality of matters before the Commission.
Minimum Requirements:
Candidates must have five or more years of investigative experience. State government experience, knowledge of New York state criminal, ethics and lobbying laws, as well as public integrity experience preferred. Ability to travel required.

Training Assistant
Location: Albany
The NYS Commission on Ethics and Lobbying in Government (“COELIG”) seeks an energetic, organized, and detail-oriented person as a Training Assistant in its Education Unit. The Education Unit is responsible for the development and delivery of innovative training programs on the State’s ethics and lobbying laws, serving over 300,000 State officers and employees, as well as registered lobbyists or clients.
Duties of this position will include:
- Assisting with the overall administration of the statewide training mandate by responding to a high volume of phone calls and emails and answering questions in a timely and accurate manner; managing and maintaining a robust training calendar; maintaining, updating, and distributing training-related communications such as training reminders, information on new/existing training opportunities, and ethics forums; and monitoring and compiling monthly and quarterly training metrics;
- Providing training administrative support, including creating and scheduling online and in-person training sessions, managing enrollment and class rosters, maintaining and reconciling WebEx attendance records and reports, and course close-out responsibilities that include inputting, updating/correcting training data, and issuing certificates of completion and training compliance information to the Unit and agency stakeholders;
- Helping to maintain Statewide training records of over 300,000 State employees in COELIG’s Statewide Ethics Training Application, including responsibility for database management including data entry, formatting Excel spreadsheets to conform to uploading requirements, and providing support and troubleshooting assistance to outside stakeholders who require assistance in navigating the online application;
- Supporting Training Associates and lobbying staff during live training sessions utilizing the latest technology and computer-based solutions, including but not limited to: the Statewide Learning Management System (“SLMS”), WebEx, Google Meet, Teams and other video conferencing platforms, and eLearning software such as Lectora;
- Maintaining, distributing, and updating educational support and guidance materials on the COELIG website and the agency’s SharePoint site; and
- Communicating clearly and professionally in writing and on the telephone with agency staff, members of the public, and the State workforce, with an ability to demonstrate patience and understanding in those communications.
Minimum Requirements:
Three years of experience in similar administrative support position(s); advanced Microsoft Excel knowledge, including but not limited to pivot tables, and the ability to analyze and sort large datasets of participant roster information; ability to acquire working knowledge of applicable ethics and lobbying laws; excellent oral communication skills; excellent organizational skills and detail-oriented; familiarity with web-based training programs, desktop publishing and video conferencing experience recommended. Bachelor’s degree and specific experience assisting in the administration of training programs, including the live delivery of instructor-led courses preferred.

Compliance Auditor
Location: Albany or Buffalo
The New York State Commission on Ethics and Lobbying in Government (“Commission”) seeks a Compliance Auditor to join its Compliance Audit and Review Unit. The unit is responsible for examining statutory filings and implementing the Commission’s Random Audit Program. The responsibilities of the Compliance Auditor will include conducting entrance and exit conferences with filers and filer representatives; preparing and presenting detailed reports on technical findings; serving as a technical expert in investigations; reviewing and analyzing supporting evidence provided by audit subjects to substantiate statutory filings; and traveling throughout New York state as necessary to conduct field audits.
The Compliance Auditor is entrusted with sensitive information and material, the confidentiality of which must be scrupulously maintained; the incumbent must exercise discretion in discussions and utmost care in handling sensitive materials to protect the confidentiality of matters before the Commission.
Minimum Requirements:
- A bachelor's degree in accounting, business administration or management, economics, finance, public administration, public policy, political science, or related field.
- Working knowledge of fundamental accounting principles and audit practices.
- Experience in either: (1) compliance auditing; or (2) program analysis; or (3) financial analysis and auditing.
- Ability to summarize and support technical findings clearly, both orally and in writing.
- An aptitude for critical analysis.

Compliance Analyst

The responsibilities of the Compliance Analyst will include conducting random and targeted reviews of Financial Disclosure Statements submitted by certain public officials; preparing and presenting detailed reports on findings; serving as a resource for investigations; reviewing and analyzing supporting evidence provided to substantiate filings; and communicating with filers to generate full compliance with reporting requirements.

Minimum Requirements:
