Who should take On-Demand Ethics Refresher Training?
The On-Demand Ethics Refresher Course (OERC) training video should only be completed by employees who completed live comprehensive ethics training (CETC) in 2025 with the COELIG Training Team or at their own agency.
The following agencies do not allow their employees to complete an Online Ethics Refresher/On-Demand Ethics Training:
- All Department of Corrections (DOCCS) facilities
- All Office of Mental Health (OMH) facilities
- All Department of Transportation Regions
- All Division of Housing and Community Renewal employees
- All Civil Service employees
- All Department of Motor Vehicles (DMV) employees
- All SUNY Upstate Medical University employees
- All Office of Parks and Recreation employees
- All Division of Military and Naval Affairs employees
- All Metropolitan Transportation Authority (MTA) employees
Important Information for Employees
Read before enrolling. Executive Branch employees are required to provide their (8) digit Employee ID 'N' number when enrolling.
- Executive Branch Employees Paid by OSC:
Employees of OSC/Executive Branch Agencies MUST use their Employee 'N' ID to register for ethics training with COELIG. Your NYS Employee ID Number (also called an EmplID or N-Number) is a unique 9-digit identifier used by COELIG to locate your employee profile in our ethics training application. The Employee 'N' ID can be found in LATS - NY. To find your ID in LATS, open your timesheet profile and click on your name. A pop-up will display your N-Number. The employee ID number can also be located at the top of your paystub or by navigating to Payroll Online.

- Employees of non-OSC Payroll Agencies:
SETA contains the names of over 330,000 employees. If your employee information is not in SETA, you will receive an email confirmation once you complete the On-Demand Refresher Training.
Please maintain a copy for your records and forward that email to your agency ethics officer or training department. If you’re not sure who your ethics officer is, please visit the ‘Find My Ethics Officer’ tab on our website.
- Employees and faculty of SUNY Campuses:
All SUNY campuses utilize the Office of the State Comptroller as their payroll provider. SUNY faculty and staff can locate their nine-digit NYS Employee ID number (often referred to as an "N#" or "NYS EMPLID") through several official platforms.

- Employees and faculty of CUNY Campuses:
Employees, faculty and staff of certain CUNY campuses are provided an Employee ‘N’ ID number by OSC. Do NOT use the 8-digit EMPLID number printed on your CUNY ID card to enroll in a COELIG live CETC or On-Demand Ethics Refresher. Please reference our SUNY CUNY Employee ID Fact Sheet for more information.
If you are employed by any of the ‘Non-OSC payroll’ CUNY agencies listed below, you have not been issued an OSC assigned Employee ‘N’ ID number and can register for COELIG live CETC or the On-Demand Ethics Refresher without an ID number. All other CUNY campus faculty and staff are required to enter the employee N number.

- CUNY Central Office NYC Payroll
- CUNY Guttman Community College
- CUNY Hostos Community College
- CUNY Hunter College Campus Schools (K-12)

- CUNY Queensborough Community College
- How to receive credit:
To receive course credit, please enter, in the designated form fields, the (2) two code words that will appear during the training.
After you have successfully viewed the video in its entirety, you will receive a system-generated completion email at the email address you provided when enrolling in the course.
- If your employee profile is in our system, your training record will automatically be updated, and a system-generated email confirmation will be sent to you and your ethics officer.
- If your employee information is not in our system, please maintain a copy of the email confirmation and forward that email to your agency ethics officer or training department for recordkeeping.

Information for Agency Users
Tracking employee data in SETA
- Existing employees - employees eligible to complete the On-Demand Ethics Training in 2026 will have their employee record automatically updated in SETA if the employee (1) has an existing employee profile in SETA and (2) they were marked completed for a live CETC in 2025.
By law, new employees are still required to complete live CETC training.
