Ethics Training is for everyone
All New York State officers and employees are required by law, to attend ethics training every year.
The Training Team at the Commission on Ethics and Lobbying in Government (‘COELIG’) offers live, remote trainings via WebEx every month. The Comprehensive Ethics Training Course ('CETC') is a live, instructor-led training that covers the Public Officers Law and other related ethics laws and regulations. These sessions are open to employees from any state agency.
The CETC is the only course that satisfies the live ethics training requirement mandated in Executive Law § 94.
CLE CETC for Attorneys
The COELIG Training team has special sessions of the Comprehensive Ethics Training Course exclusively for state-licensed attorneys. State employees are eligible to receive (2) continuing legal education credits in the category of ethics and professionalism, free of charge, for attending a live CLE CETC. How to Enroll
We currently have our class sizes set to 400 employees - that's the most our Webex remote video conferencing technology can accommodate without sacrificing video and audio quality.
If when enrolling, no sessions appears - classes are full.
The state workforce (state officers, employees, paid and unpaid board commission members and employees and faculty of the SUNY and CUNY campuses) must enroll by utilizing our SETA Class Registration Self Enrollment Form.
Employees that have successfully enrolled will immediately see a confirmation screen and will receive a confirmation email that contains the class details and WebEx link. Please note the confirmation email will NOT create an automatic calendar or ical appointment reminder. See screenshot below.
Special information for SUNY Employees and Faculty Members:
Employees and faculty of SUNY campuses are provided an OSC Employee ID 'N' number. Do not use your SUNY ID when enrolling in a COELIG CETC Training. Your OSC Employee ID number will match you to your existing profile in the COELIG Training and Tracking application. To locate your Employee ID number, login to NYS Payroll online through the SUNY Employee Services Portal.
First time login requires that you know your NYS ID. This is a 9-digit number, beginning with N, which you can find by logging in to your personal information. Your NYS ID will be in the upper right corner of the page. New employees can access NYSPO for the first time on the Monday prior to the date of the first paycheck. Need help? SETA | How to Register in a COELIG CETC
To attend live ethics training with the COELIG Training Team, the state workforce (state officers, employees, paid and unpaid board commission members and employees and faculty of the SUNY and CUNY campuses) must enroll by utilizing our online CETC Class Registration.

Participation and Webex Information
Training is provided via WebEx. Participants do not need a camera or microphone to attend. Participants are required to connect individually and not in a group setting. All participants must be able to view the presentation. Participation and attendance are tracked utilizing a combination of WebEx polling features and chat participation.
Please note: COELIG does not offer Continuing Professional Education (CPE) or Professional Development Hours (PDH) credit for the live CETC.
Accessibilty and Reasonable Accommodation Requests
Employees requesting cart captioning, a live American Sign Language (ASL) interpreter, or translation services, please email the COELIG Training Team at [email protected] with the subject line 'Reasonable Accommodation' so we can help assist your needs. We require at least a month in advance to secure the appropriate services. We appreciate your understanding.
Confirmation of Attendance
Confirming your attendance will take 7-10 business days from the date you attended a live CETC with COELIG.
Additional Information:
- Employees who attend and successfully complete a live CETC class with COELIG will receive a system-generated notice of completion.
- The confirmation email is the certificate of completion – no other ‘certificate’ will be provided.
- The certificate is automatically sent to the email address you provide when using our Class Registration/Self-Enrollment Portal.
- Emails are not sent to the agency Ethics Officer, Training Compliance Officer or Agency Contact listed in the Agency Profile in SETA.
- It is the responsibility of the employee to notify their agency they completed training.
