Current Class Schedule
The Comprehensive Ethics Training Course is available as a Continuing Legal Education (CLE) accredited course for newly admitted and experienced state licensed attorneys. This course will be presented by the Commission’s legal and training staff and will cover Public Officers Law Section §73, §73‐a, §74, Civil Service Law §107 and Executive Law §94. These special CLE CETC sessions are available to attorneys from any state agency.
The CETC is the only course that satisfies the live ethics training requirement mandated in Executive Law § 94. The CETC is a live, instructor-led training that covers the Public Officers Law and other related ethics laws and regulations.
Attendees will receive (2) ethics credits within the category of "Ethics and Professionalism" for attending. All sessions will be conducted via Webex. Additional 2026 CLE CETC will be posted soon.

To receive credit
To receive credit, participants MUST:
- attend the entire session
- have their complete first and last name displayed in the WebEx
- demonstrate participation by submitting an Attorney Affirmation form that includes two (2) code words that are presented during the training
- complete a CLE evaluation and return both documents within (10) business days to receive credit.
CLE Evaluation & Attorney Affirmation
You must complete and return both a CLE evaluation and attorney affirmation in order to receive your official CLE certificate of completion. The required forms were saved as writable PDF. Please email completed forms to [email protected].
When saving the PDF, utilize the following format:
LastName, First Name, MM-DD-YYYY (the date you attended the CLE course)

CLE Evaluation and Affirmation
To receive credit for attending a CLE CETC hosted by COELIG, state licensed attorneys must complete and return the CLE evaluation and affirmation. The affirmation requires you to enter the two code words that are presented during the training.

FAQs
May I earn credit for repeating a course?
You may not get credit for repeating the same course, even if the course is in a different format and even if the course is repeated in a different reporting cycle.
If someone took the CETC before the course received CLE accreditation, can a participant retake the course a second time and receive CLE credit?
Yes. As long as they didn’t receive CLE credit for the CETC previously, they can retake the course for CLE credit. But you can only get CLE credit for the same course once, unless you are an attorney presenter.
Is there a cost to attend a COELIG CLE?
No. Attending a CLE presented by the COELIG Training Team and our legal staff is free of charge.
COELIG CLE Information
The Commission on Ethics and Lobbying in Government (COELIG) has received agency-level accreditation from the New York State CLE Board and issues Continuing Legal Education (CLE) credit during CETC sessions that are specifically designated and labeled as CLE course (CLE CETC).
Agencies may not use our CETC training materials to offer CLE credit to their staff attorneys unless they have been accredited by the New York State CLE Board.
CLE credit refers to credits attorneys must earn through approved professional development courses to maintain their licenses. Only agencies that have received accreditation from the CLE Board are authorized to issue CLE credits to their staff attorneys. Most agencies do not have this accreditation from the CLE Board.

State Ethics and Lobbying Laws & Regulations Handbook
This handbook contains in its entirety the State's ethics laws and regulations that apply to State officers and employees. It includes sections 73, 73-a, 74, 75, 76, 77 and 78 of the Public Officers Law, which apply to those employees who must complete the Public Officers Law Section 78 Public Officer Oath/Affirmation provided by the New York Department of State.
In addition, the handbook includes in its entirety the State's lobbying laws and regulations that apply to lobbyists, clients and others. This includes Legislative Law Article 1-A, also known as the Lobbying Act.
Also, included in the handbook are Legislative Law Article 5 section 80 (regarding the Legislative Ethics Commission),Civil Service Law Section 108 (which prohibits against certain political activities), and Legislative Law Article 5-b (which places outside income restrictions on members of the Legislature).
Finally, the handbook features Executive Law Section 94, which created the Commission on Ethics and Lobbying in Government.
